Strategic Equality Plan

The Equality Act 2010 introduced a Public Sector Equality Duty (PSED), its aim to further the advancement of equality.

Under the PSED, the General Duty, required public bodies to show ‘due regard’ to the need to:

• eliminate discrimination, harassment, victimisation and any other conduct that is prohibited by or under the Act;
• advance equality of opportunity between persons who share a relevant protected characteristic and persons who do not share it;
• foster good relations between persons who share a relevant protected characteristic and persons who do not share it

In Wales, regulations introduced a further duty, the Specific Duty. This duty required listed authorities, such as the Older People’s Commissioner for Wales, to make and publish a Strategic Equality Plan (the Plan) containing its Equality Objectives.

The Plan starts by setting out how a commitment to equality for all older people across Wales drives the Commissioner’s work.  The Plan then provides detail about the Commissioner’s role and remit as well as the values central to the work of the Commissioner’s office. The Plan includes key facts and figures about older people living in Wales today, informed by a review of the latest Census data. There is reference to how the Commissioner approached the development of the Equality Objectives, followed by the Equality Objectives themselves which form the main body of the Plan. Finally, the Plan concludes with information about how the Commissioner will monitor, evaluate, and review progress towards the realisation of the Equality Objectives, and clarity on where the Plan and associated annual reports will be published.
